Commissioners and the applicant debated whether a 5-foot natural-surface pathway through wetlands should be private (HOA) to protect habitat or public to preserve long-term greenbelt connectivity; staff said the 10-foot Hatchery multiuse path and detached sidewalks would carry perpetual public easements.

A central point of debate was the 5-foot-wide natural-surface pathway proposed through a wetlands area inside the Wellspring subdivision. The developer and staff proposed that pathway as a private, HOA-maintained 'special use' trail to limit foot traffic near sensitive wetlands and minimize disturbance; the developer said the intent is to "discourage heavy traffic around the wetlands area."
