Cummins told Council Aero-Mark has performed the program for Avon in prior years and that its bid documents were complete; he recommended the company be considered the lowest and best bidder. Council President Brian Fischer asked why bid volume was low; Cummins speculated contractors are busy this season. No objections were raised during the work session and the matter will be considered at the upcoming Regular Meeting.
