County engineer outlines resurfacing, bridge projects and speed-limit study

Cathy Nicholas, Blackhawk County engineer, briefed the Board of Supervisors on the county's summer roadway program, saying resurfacing, restriping and seal-coating work are complete while bridge and small-structure work continues on Winslow Road and Hess Road.
Nicholas said staff are driving roads and conducting an assessment ahead of any speed-limit changes. "I am hopeful that by the end of September, we will have made recommendations to you about what we are going to do," she said. She described factors being reviewed, including driveway counts, curvature, pavement marking and sign inventories, and said some advanced warning or school-bus signage may be moved if speed limits change.
Supervisors asked whether staff will update the board as the study progresses or wait until the assessment is complete. Nicholas said staff are first completing road drives then will meet internally to consider decisions. The board did not take further formal action at the meeting; staff said they could provide photos and follow-up once available.
