Sequim expands temporary-use permit flexibility for seasonal and one-time activities

Planner (S3) described updates to temporary-use permits (TUPs) to allow more flexible durations and seasonal or one-time activities rather than relying on special-event pathways. The change will permit uses such as temporary sales lots (e.g., an RV or hot-tub sales lot) for short terms; if a temporary use remains and becomes effectively permanent, it must meet permanent standards. "So instead of kind of allowing a temporary use to locate somewhere, ult for 6 months to a year, we have now the ability to have a more seasonal or 1 time use," the presenter said (S3).

Staff framed the TUP revisions as a codified pathway that better matches the city’s prior practice of special event permits but provides clearer regulatory authority and time limits for temporary commercial operations.
