Administrators presented a resolution to non-renew long-term and limited contract substitute teacher contracts at the conclusion of the school year, noting that Minnesota statutes require these contracts be terminated annually. The district defined a long-term substitute as a teacher who worked part or all of the school year in place of a regular teacher who holds return rights to that position.
