The Spearman ISD Board voted unanimously on June 17 to approve an interlocal agreement with Region 8 Education Service Center to participate in The Interlocal Purchasing System (TIPS) cooperative purchasing program.
The motion (moved by Scott Sonnenberg; seconded by Karla Flowers) authorized the district to use TIPS-awarded vendor contracts to streamline procurement. Exhibit C, filed with the minutes, includes the agreement text, roles and responsibilities for both parties, and contact information for the district purchasing contacts. The agreement is effective June 17, 2025, and states it will automatically renew unless either party gives required notice.
Board documents indicate TIPS will coordinate competitively bid processes, maintain vendor due diligence documentation, and provide a purchase-order system; the district commits to submit purchase orders and accept vendor deliveries when it is in the district’s best interest to use TIPS vendors. The board did not record specific future purchases at the meeting.
The district also adopted a TIPS Board Resolution authorizing the superintendent to sign required documents for participation.
