Council introduces zoning code amendments to implement housing element, removes one contested section

Planner III Jordan presented proposed amendments to Title 17 of the Windsor Municipal Code to implement the Town's Housing Element and comply with state housing law, and the council opened a public hearing on the changes. Several members of the public — including Matt Hoist, Sonia Byck‑Barwick of Generation Housing, Betsy Mallace and Omar Lopez of Generation Housing — spoke during the hearing. After discussion, Vice Mayor Potter moved, as amended to remove Section 17.8.2.090, to introduce and hold first reading of the ordinance; Councilmember Salmon seconded the motion and it passed 4–1, with Councilmember Wall dissenting.
