County staff told commissioners that the Rodeo Grandstands project experienced cost increases from change orders, sales tax and a compressed schedule, producing an estimated remaining shortfall of about $600,000.
Zack DeHaven said the $500,000 Lodging Tax interlocal with the City of Ellensburg was still changing and therefore review would be postponed to a later meeting; staff recommended using REET funds to cover the capital shortfall because of the project's capital nature and available REET fund balance. Time constraints tied to the fixed Rodeo Weekend completion date made schedule extension infeasible.
No formal vote on a funding transfer was recorded; commissioners recommended using REET funds if necessary and staff will return with updated options when negotiations and cost details are complete.
