Several committee members and attendees raised concern that important project information is often negotiated under nondisclosure agreements or redacted in PSC filings, making it difficult for local officials and the public to assess impacts early in the process. One member said there has been a "lack of transparency" in data‑center proposals and flagged NDAs and redactions at the PSC as obstacles to early public awareness.
