Community Development lays out ambitious FY27 work program, warns of staffing limits

Community Development Director Bart Svoboda and staff reviewed a comprehensive FY27 work program Aug. 5 that includes state‑mandated code updates, zoning modernization phase 3, riparian buffer implementation, form‑based code work, and scoping for a biosolids ordinance and rental‑inspection program.
Svoboda told the board the department is already handling a high volume of applications and regular inspections and that many planned items will require careful resourcing or consultant help. Several items, including two ROIs nearing completion (‘cleaner fill’ and form‑based code), are scheduled for PC review and fall Board hearings; staff also included a placeholder ROI to research livestock/dairy/poultry facilities (the item later authorized by the Board).
Supervisors pressed staff on capacity, vacancies and whether work items could be prioritized or accelerated. Svoboda said some items are already 50–75% complete and staff will recommend sequencing and resourcing, including consultant support where needed. He warned that adding ordinance writing and public engagement for additional items will require either outsourcing or deprioritizing other projects.
