Councilmember Jack Dalene moved to appoint Gloria Winters to the Scandinavian Heritage Festival Board to fill the remainder of Lori Birch's term; the motion was seconded by Councilmember Anthony Beal and passed 5‑0.
In reports, Councilmember Bud Powell announced a Public Works Open House scheduled for July 21 and a Veterans Day fallen soldier memorial dedication. Councilmember Anthony Beal reported the Youth City Council officers will be sworn in on Aug. 5 and that the Youth City Council received an $11,000 grant. Mayor Chris Larsen discussed a countywide Emergency Services funding measure that will appear on the fall ballot and encouraged residents to support switching EMS funding from utility fees to a sales tax to include visitors in the funding base.
The council approved the consent agenda (July 1 minutes and warrant register) and several land‑use items by unanimous votes earlier in the meeting. The meeting adjourned at 8:55 p.m. and minutes were attested by City Recorder Candice Marker Maudsley.
