Trustee Matt Soleau moved and Trustee Lisa Hermann seconded Resolution 2025-24 to authorize the Xpress Bill Pay Master Agreement. The motion carried with all members agreeing except Trustee David Sherman, who voted nay (tally recorded as 4 yes, 1 no). The minutes do not record Trustee Sherman's rationale for the dissent.
