Committee approves capital improvement plan despite calls to delay HVAC projects pending study

The Elko County School District capital committee approved a multi-year capital improvement plan that lists projects through FY2030 but the meeting included sharp questioning about proceeding with complex mechanical work before engineering assessments are complete. The chair said he "personally am not going to vote in favor of the West Wendover Middle School boiler and the HVAC controls until actually HVAC study is done on them because I think they're a little more complicated than just replacing an old boiler," and sought to withhold approval for several listed items until studies are done.

Staff member Cassie Stolke told the committee the plan had been submitted to the debt management consultant for August review and that many line items remain estimates: "This is just pure transparency and have open conversations at this point," she said. A motion to strike the contested items from the plan failed for lack of a second; subsequently a separate motion to approve the plan "as it is" carried. Members emphasized the approved entries are estimates and that specific projects still require design, engineering assessments and future board approvals.
