Commission backs forwarding solar text amendment, discusses emergency response plan

Mr. Cory Dillinger, of MLP‑Law, presented the proposed text amendment (Ordinance No. 05-2025/R2025-1) and summarized solicitor and staff revisions since the July 3 meeting. Mr. Scott Maldonado, Lead Land Specialist, told the commission the "biggest change was structure mounted solar farms on existing buildings."
Commissioners and staff discussed whether to require an Emergency Response Plan in the ordinance language. Mr. Maldonado noted that permitting the use as a conditional use in the I‑1 zone allows the Board of Supervisors to add conditions at a hearing; "The Emergency Response Plan is not a requirement in the current Ordinance for Solar Farms," the minutes record. On a Secary/Helman motion the commission forwarded the Text Amendment to the Board of Supervisors with a recommendation for approval subject to staff and engineering comments.
