Nicole Coleman, planning staff, described unit‑lot subdivisions as an alternative ownership model to condominiums in which residents own their dwelling and the land beneath it, with a remaining area maintained by an HOA or similar entity. “So starting with what is a unit lot, it is a type of multifamily development where the residents own their dwelling unit as well as the land beneath it,” Nicole said, explaining the policy rationale and connection to the city’s 2021 housing action plan.
