A motion to swap the Moda Center discussion ahead of a traffic-safety item failed on a 6–6 roll call, leaving the council to proceed in original agenda order.

Early in the meeting the council president sought unanimous consent to reorder the agenda so the Moda Center term sheet would be heard before a traffic-safety item. Unanimous consent was not granted; Councilor Dunphy moved to reorder the agenda and the motion failed on a roll call tally of 6 ayes and 6 nays. "The motion fails with a vote of 6 ayes and 6 nays," the clerk announced.
