Staff said FEMA reimbursement was possible but not certain. Commissioners asked whether existing county buildings, convenience centers or travel trailers could serve as cheaper short‑term options and pressed staff on long‑term level‑of‑service needs.
After discussion Commissioner Champion moved to deny I3; the motion was seconded and carried 4–1. Staff recorded concerns about site security, permitting for temporary wastewater solutions and the tradeoff of spending capital where future state or local funding is uncertain.
Staff said they will explore alternatives (consolidating staff into county facilities, using a different site or seeking grants) and will report back to commissioners on feasible options.
