The Administrative Services Committee on July 23 agreed to postpone any substantive changes to the Garland development code until the city’s new comprehensive plan is complete, with staff returning to the committee after adoption.
A staff member recommended timing the development-code alignment work to coincide with the comprehensive‑plan adoption to avoid repeated rework. "Bring this back at the same time as the comprehensive plan," the staff member said, urging the committee to review the three documents together and then identify the most necessary code changes. City Manager Mike Betts said the comprehensive plan kickoff is scheduled to start next week and staff expect a fall (September–October) completion window.
Committee members asked staff to prepare clear decision criteria. The chair asked for a short rubric or flowchart so councilmembers could quickly assess whether zoning or code actions align with the strategic plan and comprehensive plan; the chair said such a tool should guide members "if it aligns with this and it aligns with this, then this kind of thing." Staff also described training recently given to the Planning Commission on using the strategic plan lens for case review and said the same orientation would be offered to council once the comprehensive plan is final.
Because the comprehensive plan is still in process, the committee did not take formal action on code changes; instead it directed staff to bring a coordinated package back to a future meeting for decision and to provide a short summary and briefing for council.
