Board approves three additional purchasing cooperatives to expand procurement options

The board approved adding three purchasing cooperatives — the Central Texas Purchasing Alliance, Purchasing Solutions Alliance and Sourcewell — to gain access to additional vendors and to simplify the procurement process for commodity purchases. Dale St. Clair explained that cooperatives let the district leverage vendor contracts without conducting separate competitive bids for each purchase and that a legislative change raised the aggregate commodity threshold to $100,000, reducing the frequency of formal competitive procurements for small commodity lines.
St. Clair said the addition is low-cost and offers more vendor options; a trustee moved to approve the additions and the board approved the motion. "A Purchasing Cooperative is simply a group of vendors that have completed bid paperwork, that have done the necessary submissions to an entity that runs the cooperative," he told the board.
