Brenham ISD selects Rice & Gardner as program manager for bond projects

Trustees approved Rice & Gardner as the district’s program manager to oversee bond‑funded projects, budgeting and reporting, following a staff RFQ and interview process. Staff emphasized that a program manager will provide fiduciary oversight and day‑to‑day coordination so district staff can focus on operations.
A superintendent‑led team described the RFQ screening and interviews and recommended a single program manager rather than a pool. “Program manager comes in and works on behalf of the district…they’re gonna be the one that does the budgets, basically,” a staff member said. The board moved to award program‑manager services to Rice & Gardner (RFQ number 151‑2025) and delegated authority to negotiate, finalize and execute a master agreement; the motion passed.
Eric DePasquale, vice president of Rice & Gardner, introduced himself and said the firm was eager to begin. Staff indicated the program manager will coordinate with architects and future contractors once agreements are in place.
