The commission recommended approval of PDE267866, a rezoning from AR to MPD to allow up to 96 townhome units on roughly 20.42 acres southeast of Chancey Road. Staff described the binding concept plan, a self‑imposed 35‑foot maximum building height (the LDC permits up to 60 feet), and a multiuse path and sidewalk commitment along Chancey and Crystal Springs Road.
Staff said the project will serve as a “fail‑safe” to ensure construction of improvements to Crystal Springs Road if an adjacent MPUD does not complete required work. “Roughly the project at its PM peak trip except 2 per 2.5% of the capacity of the network,” staff said while explaining proportional share alternatives and that the county considered mill‑and‑resurface in lieu of an immediate proportional payment if a neighboring developer completes the main improvement.
Residents raised traffic and environmental concerns, including wetland protection and the need for reliable traffic mitigation before occupancy. Commissioners asked for clarity on v/c ratios and whether planned FDOT projects were programmed; staff said signal and realignment timing appear on the county’s long-range work program and that the proposed conditions include contingencies if other projects do not proceed. The motion to recommend approval passed by voice vote and will be forwarded to the Board of County Commissioners.
