Board explores targeted developer incentives, accountability and potential clawbacks

Staff and members agreed incentives must be tied to a clear city goal — for example, job creation, higher‑wage employment or targeted industry clusters — so the incentive can be designed to achieve that outcome. Steve Weathers urged the board to "start with the goal" and then craft incentives to deliver measurable results.

Members discussed common tools (tax abatements, infrastructure grants, revolving loan funds, expedited permitting) and stressed accountability. On clawbacks, one staff speaker said, "So that's that's a clawback," describing returning incentive value if commitments (job counts, wages) are not met. The board asked staff to compile examples and legal limits and to consider whether the city can piggyback county or state programs to extend incentives.
