Council approves master-plan update contract, public-participation plan and authorizes DNR grant application

The council also adopted the City of Niles 2026 Public Participation Plan on a unanimous roll-call vote.
Separately, the council adopted a resolution authorizing the Community Development Director to apply for a Department of Natural Resources Recreation Passport Grant of $150,000 with a 25% local match to be funded with CDBG funds (Resolution #2026-03/2251).
