The council approved three planning and grant-related actions at the March 23 meeting.
Council authorized a contract with Abonmarche Consultants, Inc. of Goshen, Indiana for $49,500 to review and update the City of Niles Master Plan; the vote was 6–1 with Councilmember Michael Thompson opposed. The council also adopted the City of Niles 2026 Public Participation Plan on a unanimous roll-call vote.
Separately, the council adopted a resolution authorizing the Community Development Director to apply for a Department of Natural Resources Recreation Passport Grant of $150,000 with a 25% local match to be funded with CDBG funds (Resolution #2026-03/2251). The resolution passed unanimously. The minutes do not include the detailed master-plan scope or the draft public-participation document text.
