Proposals to incentivize or require replacing failed air conditioners and water heaters with heat pumps drew support from efficiency and climate groups and some HVAC professionals; utilities, builders and gas-industry representatives warned about upfront costs, grid capacity, technology neutrality, and urged adjustments to credit values and electric-readiness mandates.

Several speakers at the Aug. 7 hearing urged the SBCC to adopt proposals that encourage replacing failing air conditioners and other equipment with heat pumps at time of failure. Kimberly Loewen of Elevate said proposal 209 and related items would boost heat-pump adoption "at the most practical and cost effective times" and improve resilience during heat and wildfire smoke events.
