At the end of regular business the chair moved that the board enter executive session to consult with legal counsel about the legal ramifications and options for a matter described as not yet litigated but "eminently likely to be litigated." The motion cited Idaho Code regarding executive sessions and passed by roll call; the meeting recording was scheduled to be stopped before the closed session.
