Jacob Cain, speaking for the Port of Morrow, told the board he had two technical comments on the proposed code language. He asked that subsection E.4 — which would require county review and notice to ODOT for access approvals — be reconsidered so the port retains authority to approve access on port‑owned roadways unrelated to county or state infrastructure. Cain also sought clarification about the treatment of small utility or short‑duration construction projects to avoid requiring a construction traffic study when those projects would not generate meaningful construction traffic.
