Morrow County code changes raise TIA standards and add construction‑traffic study requirements for the Tower Road overlay

County staff and a code consultant explained proposed code amendments that accompany adoption of the IAMP. The proposed Article 3.125 sets definitions for the Interchange Influence Area (the 0.25‑mile radius used in OAR), requires developers to submit trip generation estimates as part of land‑use applications, and clarifies when a traffic impact analysis (TIA) or construction traffic study is required. The code language would raise the standard so that developments that might otherwise qualify for a less‑restrictive zoning permit could still be required to submit a TIA if the project falls within the overlay standards.
Staff and the consultant said the code also includes a construction‑traffic‑study trigger for activities lasting 30 days or more and that the construction study is narrower and less burdensome than a full TIA — it focuses on projected construction traffic volumes, haul routes, schedules and mitigation. The amendments are intended to ensure access spacing and operational standards are preserved and to give ODOT and other agencies an opportunity to comment on projects within the overlay.
