The Morrow County Board of Commissioners voted to adopt the Tower Road Interchange Area Management Plan and to add section 3.125 to the county zoning code to establish an Interchange Access Management Plan overlay zone for the Tower Road/I‑84 interchange area. The adoption includes amendments to the comprehensive plan, zoning code and a zoning map overlay and was passed by roll call after public comment and legal advice.
Planning staff and the project consultant described the plan as a long‑range, 20‑year framework to manage future development near the Tower Road interchange, preserve interchange operations and safety, and identify implementation steps. Tamara Mabbit, the county planning director, told the board that the draft plan and related materials are available on the county project website and that the overlay would require new traffic‑analysis and construction‑traffic review requirements for qualifying projects. After deliberation and a roll‑call vote the chair declared the motion carried. The board instructed staff to finalize the IAMP report and submit it to the Oregon Transportation Commission for acceptance.
