He told the group the first step is to understand the existing code before proposing changes.
Dave described an overlay district as a tool that keeps base zoning but allows the city to modify development standards through locally established criteria, such as design quality, civic uses, public open space and site‑size thresholds. They discussed examples of reusing large shopping‑center parcels for mixed uses and of requiring parking studies and site-plan standards as conditions of approval. The committee agreed the next steps should include clearer criteria, outreach to property owners, and scenarios that test economic feasibility.
