Consulting city planner Dave Dixon presented a detailed review of how modern construction techniques have pushed ordinary projections and decorative facades into what were historically setback areas, sometimes creating what he called "false balconies" that can affect neighbors' light and privacy. He said the planning and zoning board recommended allowing encroachments only through a conditional-use process with defined criteria and design limits.
