Council approves ordinance easing Economic Development Board appointment process

Payson City Council voted unanimously July 15 to approve Ordinance 07‑15‑2026‑A, which revises Payson City Code 2.52.040 to simplify the process for appointing members to the Economic Development Board. The change allows the city manager, board chair, development services director and/or designees to serve on a hiring committee to review applications and interview prospective board members.
Brandon Dalley, Payson City Attorney, presented the amendment and clarified its intent to streamline appointment logistics. Councilmember Brian Hulet moved to approve the ordinance; the motion passed on a unanimous roll call. The approved motion preserved the mayor's discretion to appoint the council representative to the board.
The amendment is aimed at reducing administrative friction during recruitment for business‑facing board positions and is not a change to the board's substantive duties. Councilmembers asked for a technical correction from Councilmember Ryan Rowley, who noted that council assignments are made at the mayor's discretion rather than by the council.
