Jonathan Gulick, who identified himself as a Comal County resident, told the court he and a colleague submitted recommended changes to water-availability reports (WARs) in 2025 and were surprised those recommendations were not incorporated in the proposed subdivision regulation revisions on the May 21 agenda.
