The board entered executive session at the start of the evening and later returned, with commissioners reporting that no action was taken. Entry and exit were approved by 5‑0 votes.

Chair M.L. "Bud" Owens requested a motion to enter executive session early in the work session; Vice‑Chair Kevin Cunningham moved to enter and Commissioner Chad Steward seconded. The motion carried 5‑0. Upon return from executive session Commissioner Kurt Sutherland moved to adjourn the executive session, Commissioner Randy Abernathy seconded, and the motion carried 5‑0. The minutes record that no action was taken as a result of the closed session.
