Keegan, a county staff presenter, told the board the apportionment report lays out taxable values and the formulas used to calculate millage‑reduction fractions under state equalization procedures. "It's done to reduce the burden on the taxpayers," Keegan said while explaining how last year's taxable value, current‑year losses and the rate of inflation feed the L‑4028 and related forms.
