Resident and developer spar over Betts Road rezoning request

Pam Suggs, who said she is buying the parcel and intends to develop about 10 lots rather than 24, said she had secured 10 water taps and would do the infrastructure work herself. "I bought the Neil family house, at auction a couple months back... I have 10 water taps.
