Housing authority extends RAD incentive program as RAD transition strains administration

The Housing Authority of the City of Anaconda Board voted unanimously to extend its Temporary RAD Incentive Compensation Program at current monthly payment amounts through the earlier of June 30, 2027, or the termination of the RAD process, subject to available funding and quarterly review. Secretary Kaitlin Leary told the Board the program had provided eligible full‑time HACA employees a 15% monthly bonus while RAD-related workload has increased.
The Secretary reported that tenant temporary relocations at Mount Haggin Homes were completed in the first round but said administrative systems remain unsettled: "we still do not have rent and reporting capabilities set up, applications are a grey area, finances are a mess, and we are still unable to provide tenant balances," she said. Assistant Director Paul Fenchak added that "a report that used to take a few minutes, now takes hours if not the whole day," underscoring the extra staff time needed during the transition. The Board discussed wage settings separately and tabled any wage increases to a future meeting.
