Engineer's report: system reached capacity after heavy rain; resident mold concern unresolved

District engineer said parts of the community received nearly 8 inches of rain in two to three days and the stormwater system reached capacity but flowed; an affected resident said water is coming up through a slab causing mold, which the engineer said he does not believe is the cause because other units were not similarly affected. District Engineer Charlie Krebs told the board that after Tropical Storm Debbie parts of the community received almost 8" of rain in two or three days while roads are designed for 5½" of rain over a 24‑hour period; he said the stormwater system flowed but reached capacity. He also reported MRI’s Pinehurst valley‑gutter inlet grate replacement is about 80% complete and will follow up on asphalt patch scheduling.
A resident reported standing water coming up through their slab and raised mold concerns; Mr. Krebs recalled prior discussion that standing water had been an ongoing occurrence in the area and said he did not believe the standing water was the cause because other units had not reported similar issues. Mr. Schultz asked Mr. Long to comment and requested the item be added to the next meeting agenda for further review.
