Lynden council authorizes $140,000 state grant contract to digitize permitting

The Lynden City Council on Dec. 11, 2024 authorized the mayor to sign a contract with the Washington State Department of Commerce for the Paper to Digital Grant, enabling the city to seek reimbursement for SmartGov permitting-system expenses. Councilor Gary Vis moved the authorization and Councilor Kyle Strengholt seconded; the motion was recorded as approved 5-0.
According to the meeting minutes, "The awarded amount is $140,000 will cover most of the costs of the SmartGov software purchase, supporting software updates, hardware upgrades, and data migration." The minutes state the grant reimburses expenses incurred after July 1, 2024 and that execution of the contract will permit staff to begin seeking reimbursements for expenses from the prior six months.
Council previously voted on Oct. 7 to accept the grant; the contract approved in the special session formalizes the execution step. The minutes record no public comment or dissent on the grant authorization during the special session.
