Lubbock ISD to develop optimization framework as enrollment drops by about 800 students

Lubbock ISD administrator Ken Casarez told the Student Achievement/Engagement Committee the district is creating a districtwide optimization framework to align resources with student needs and long-term sustainability. Casarez said the rubric will combine numeric measures such as overall enrollment, campus utilization (with "a 70% threshold under consideration") and per-pupil spending, alongside qualitative factors including program offerings, family demand and leadership capacity.
Staff said the effort is driven in part by an enrollment decline of about 800 students this year, including roughly 300 fewer emergent bilingual students, and follows past steps such as previous consolidations, increased teacher pay and a passed bond for facilities. The district plans a September 2025 survey of students (grade 3+), families, staff and community members, October town halls across board districts, November focus groups to refine thresholds, and a final public-comment opportunity in December before the board considers adoption. If adopted, optimization decisions could begin as early as fall 2026.
