Planning staff told the board that southern property owners expressed worry the proposed pump‑house landscaping and screening might not be sufficient to mitigate sound and visibility from a proposed irrigation/pump structure.
"We have received concerns from the Southern property owners," staff said, "they have reached out expressing that that the screening that they're proposing might not provide enough screening, especially, like, the sound." Developer Tom Ricks responded that the pump house is proposed within a building and that the project will use variable‑speed pumps; he said the proposed distance to the nearest southern property line is roughly 130–150 feet and that existing arborvitae plantings provide substantial screening. "There's 150 feet between that pump house and the neighbor to the south... we are using variable speed pumps," Ricks said.
Board members asked technical clarifying questions about whether the pump would be variable frequency drive and whether a structure or landscaping should provide screening; some members favored enclosing the pump or providing additional vegetation to conceal the facility while maintaining service access. Staff will require the applicant to provide final pump specifications and confirm whether the pump house will be enclosed or rely on berm/landscape screening as part of final review.
