The development team for the consolidated 'Bridal Howard' site updated the commission on financing, team composition and environmental cleanup steps. Presenters said the team had assembled architects and engineers, submitted a Brownfields cleanup application and planned an appraisal to establish market rents for proposed mixed‑income units as part of a state low‑income/middle‑income tax credit application due Sept. 11.
A team representative said the city’s lower AMI relative to the county is beneficial for scoring certain state programs, and that DRI funding previously awarded to the project had improved its competitiveness for state tax credits. They also described lot consolidation (including acquisitions on Howard and North Broad streets), plans to restore two historic Main Street Victorian buildings, and coordination with Peekskill Arts Alliance for adjacent park activation.
On schedule, the applicants reported that if Brownfields remediation funding and the tax‑credit application move forward, cleanup could begin in the fall and demolition/soil removal would start construction in late 2025 or early 2026. Commissioners asked about expired variances and whether site work or remediation would trigger the code’s start‑of‑construction rules; staff indicated those points require confirmation with the building inspector and zoning board where variances have lapsed.
