District hears long-range facilities master plan, review process and timeline presented

Susan Miller of Capital AE presented the Phoenix-Talent Long-range Facilities Master Plan (LRFMP) at the Phoenix-Talent SD 4 board meeting on Feb. 18, describing the plan as a roadmap to improve facility conditions, understand enrollment and align spaces with programming.

"The plan creates a roadmap to: Improve the condition of district facilities; understand enrollment and utilization of school sites; align spaces with current and future academic needs and programming; ensure equitable distribution of resources and supports across the district," Miller said, summarizing the LRFMP's objectives. She described key elements to be addressed: demographics, facilities conditions, educational adequacy, finances and community engagement, and outlined a timeline for a 5-to-10-year actionable implementation plan.

Jon McCalip told the board the district received two related grants—one for a facilities assessment and one for development of the long-range plan—that fund the consultant work and assessment activities. Board members asked questions about enrollment projections, financial assumptions and community outreach steps. Miller said the plan will remain flexible and fiscally focused to support long-term sustainability.

The presentation concluded with next steps for public engagement and study; board members did not take formal action on the plan at the meeting but received the report and timeline for further review.

The board is expected to review subsequent drafts and recommendations as the consultant completes the facilities assessment and enrollment analysis.
