Clark County spells out setbacks, cooling and noise limits for data centers
Summary
The new zoning text (ZA-2026-01) requires large setbacks, office-style building design, shielded lighting, closed-loop cooling, noise and vibration studies, and a decommissioning plan for any proposed data center in I-2 districts.
County staff described detailed design, operational and environmental standards included in the adopted ZA-2026-01 text amendment. Stephanie Dunlap, Community and Economic Development staff, told the Board that buildings must have office-like exteriors, varied materials and windows, parking set at one space per employee plus three visitor spaces, and loading areas located at the side or rear of buildings.
Dunlap listed operational requirements designed to limit off-site impacts: stormwater, noise and vibration studies are required, noise levels must be tested within six months of operation, cooling must use closed-loop systems, wells are not permitted for water supply, generators may be used only for backup or emergency operation, and applicants must demonstrate utility capacity with providers. She also said applicants must submit a decommissioning plan with financial assurance to restore the site if abandoned.
