Clark County adopts strict conditional-use rules for data centers

The Board of Clark County Commissioners voted unanimously July 8 to adopt Zoning Text Amendment ZA-2026-01, establishing detailed, restrictive rules for data centers and classifying them as conditional uses in I-2 (heavy industrial) districts. Commissioner Charles A. Patterson moved to approve the amendment and Commissioner Greg R. Kaffenbarger seconded; the roll call vote was 3–0 in favor.
Community and Economic Development staff said the changes are intended to make it difficult for data centers to locate in the county while ensuring public review if proposals appear. "This is not the meeting regarding the Springfield Airport property, that meeting is tomorrow," Alex Dietz, Deputy Director of Community and Economic Development, told the commission during the staff report. Beau Thompson, the county's chief legal counsel, noted counties in Ohio do not have authority to impose moratoriums on data centers, distinguishing county and municipal powers.
