Paycom presented a projected return of about 1,083 staff hours annually from automation and cited employee-adoption rates from reference counties. For a county workforce of 255 paid employees paid biweekly, Paycom presented an annual subscription cost of $79,000 plus a one-time implementation fee of $12,000.
Paycom said most existing manual processes (time-card math, benefit reconciliation, case-by-case payroll corrections) could be automated. Paycom representatives said the company holds itself accountable for implementation and will not take final payment until the county processes two accurate payrolls under the new system. Commissioners and staff raised questions about geofencing, public-works job-cost imports, impacts on public-works crews who use cost-rate systems, whether employees will be obliged to use personal phones and the overall annual cost compared with the county's current $30,000 software spend. The board asked Paycom to provide references, survey responses from reference counties, and any adjusted pricing options.
"My name is Jack Darnell. I'm the Minneapolis sales manager for the office," Paycom's presenter said in opening remarks, and later he described the proposed pricing and implementation commitments. Commissioners asked Paycom to return with references and for staff to assess budget and staffing implications before any procurement decision.
