Boulder council approves final round of Boulder Valley Comprehensive Plan changes

After two rounds of multi‑body review, the Boulder City Council approved the remaining conditions of approval and recommended amendments to the Boulder Valley Comprehensive Plan. Staff presented outstanding items that required final council consideration, including Board of County Commissioners' requests, future‑land‑use clarifications for county Area 2 lands, municipal airport policy language and planning board edits to urban design and housing language.

Council heard brief public testimony focused on climate and heat‑island policy and on retaining historic context. Planner Daniel Howard urged the council to "add extreme heat to policy 3.146" as a hazard to be explicitly addressed in development and redevelopment decisions. Council adopted the planning board conditions, the BOCC conditions and the package of recommended amendments, each by roll call; staff said any remaining editorial or implementation details will be resolved in the next scheduled round of review and through implementation processes.

Staff asked council to note that full consensus among the four approval bodies was unlikely and that the chosen edits represent a strategic compromise that staff and the approval bodies could implement. With council approval, staff said they will finalize the package and schedule follow‑up items and community implementation steps.
