Developer team presents Persimmon PID petition; council sets Sept. 17 public hearing

Representatives for the Persimmon development asked the council to accept a petition to create a public improvement district (PID) and to set a public hearing. Jeff Howard and Patrick Bourne explained that petition acceptance is an initial step that allows a formal public-notice and hearing process to begin but does not itself create assessments or issue bonds.
"The PID petition is the first step in the PID creation process," Patrick Bourne said, outlining a timeline that would publish notice Sept. 1 and call a public hearing for Sept. 17; he said assessment levies and any bond issuance would occur in a subsequent December–January time frame pending document preparation and required approvals (including Attorney General review for bond issuance).
Council asked questions about legal contingencies (including a pending lawsuit in other jurisdictions concerning related state provisions) and the Attorney General review process; staff and the developer team said they have engaged counsel and do not anticipate the AG review preventing the process from moving forward. Council voted to set the public hearing date as requested.
Staff emphasized acceptance of the petition does not create a PID or levy assessments; those steps require additional council decisions after public hearings and required legal reviews.
