Jay Bailey, representing the Shelby County Assessor's Office, told the committee his team has been visiting existing pilot sites and compiling information and that their analysis will focus on statutory objectives, return on investment, and whether promised tenant benefits are being delivered. Bailey said a shorter moratorium could suffice if the committee secures firm commitments from boards to provide the requested records and stops additional approvals while the team collates existing data.
