Deputy CAO presents updated LEP plan using 2024 census data; moves to formal approval

Deputy Chief Administrative Officer Kristy Bauer presented an updated Limited English Proficiency (LEP) plan for Lancaster County, noting the primary change was replacement of outdated 2017 census data with 2024 figures. Bauer said the update also reflects current tools and practices used by county agencies, including bilingual staff supported by bilingual pay, pocket translation devices, and tablets for initial customer interactions.
Bauer reported that the County conducted a 2024 review of agency contacts with LEP individuals and incorporated that information into the plan. She collaborated with Hoyle (who provides LEP training for departments receiving DOJ funding) and the county attorney’s office reviewed the update. Chair Yoakum said the plan looked good and Bauer indicated it would move forward for formal approval at the Board’s Tuesday meeting.
No substantive edits or objections were raised during the staff meeting; the item will proceed to the formal agenda for approval.
