Henderson ISD board adopts 2025 tax rate of $0.8222, citing slight effective decrease

The Henderson Independent School District Board of Trustees on Aug. 26 adopted a total property tax rate of $0.8222 for tax year 2025, with $0.6822 for maintenance and operations and $0.1400 for interest and sinking (debt service). President Russell Brown opened a public hearing and the board moved directly to action after a staff presentation.

Nikki Warner, presenting the district's Truth in Taxation materials, described the rates and historical comparisons: "The proposed tax rate for maintenance and operations is 0.6822, while the proposed rate for bonded indebtedness is 0.1400, resulting in a total proposed tax rate of 0.8222 for 2025." Warner also noted the district's no-new-revenue rate (NNR) at 0.8373 and restated prior-year adopted and voter-approval rates. Justin Scarborough moved to adopt the rate; Sonny Simmons seconded, and the motion carried unanimously, 5-0.

The board document resolving the rate states the tax rate will effectively be decreased by 1.80% and estimates the reduction would lower taxes for maintenance and operations on a $100,000 home by approximately $137.08. The resolution directs designated tax officials to assess and collect the levy.

The board's action came during a brief public hearing in which no citizens addressed the board on the tax proposal. The board adopted the rate at its regular meeting and attested the minutes before adjourning.
